Items of comment are as follows:
1) Page 4-72 of the permit states that in 1986 reclamation of the refuse piles consis[ed
of regrading top bench, covering with four ft. cover (6" topsoil), extinguish fire,
construct channel, and seeding.
A) Have the cover and topsoil depths on the refuse pile been verified in the
field?
2) Two items that may need further investigation that struck me as out of the ordinary
while I was reading sections of the text:
