Please describe the planned disposal of nrt materials of <br />the existing Wert Valley Coal waste materiak. If thr haul road is to rest on coat waste materials of the existing Wert <br />Vallry Coal Refute Faality, or if too! waste material of the existing ftll is to be incorporated into embankments of the <br />mad in this section, please include in your analyser a cross section and stability analysis, imluding the sunharge of a <br />loaded haul truck, for this section. If revised slopes and grades of the existing West Valley Coal Refuse Facility exceed <br />those previously approved, please add revised stability analyses that demonstrate the reconfigured structure meets the ruler. <br />Response: In order to address the consistency issues identified in the CDMG comments and <br />provide a cohesive road design document which covers the applicable regulatory requirements of Rule <br />4.03 and includes appropriate design certificarions, OMLLC has done the following: <br />ESC's design report has been revised to eliminate all road design information <br />Revised Maps 2.05-M1 (Sheet 5 of 5) and 2.05-M3 (Sheet 3 of 3) to include centerline <br />sta[ioning, show the bench crossing of the West Valley Coal Refuse Facility, and to designate <br />on the maps (2.05-M3) and include in the legend ground surface and finished grade. It <br />should be noted that the final bench of the West Valley Coal Refuse Facility will be <br />constructed and configured consistent with the layout For the II West Haul Road so that no <br />cuts will be required in the coal refuse material. This revised configuration will not increase <br />slopes or grades for the final coal refuse faclliry configuration over those in the approved <br />designs. The II West Haul Road will be constmcted on top of the 4-foot suitable cover layer <br />where it crosses the West Valley Coal Refuse Facility. <br />Added culvert designs to Exhibit 2.05-E3 for the points where the II West Haul Road crosses <br />the West Valley Coal Refuse Facility perimeter ditches. <br />Identified any locations where cut/fill slope requirements would exceed the regulatory slope <br />limits identified in Rule 4.03.1(3)(d) and (e), completed representative cross-sections and <br />stability analyses for worst-case cut/fill configurations, and incorporated this information in a <br />Road Design Addendum for inclusion in Exhibit 2.05-E4. The roads discussion for the II <br />West Haul Road in Section 2.05.4 has been revised to include appropriate references to the <br />stability demonstration <br />Developed expanded descriptions of design and construction practices and considerations to <br />address all applicable requirements of Rule 4.03 and incorporated this information in either <br />the permit text description or the Road Design Addendum for inclusion in Exhibit 2.05-E4 <br />and CertiFied the Road Design Addendum <br />Added appropriate references in the permi[ text description to identify the location and basis <br />for the road designs <br />The relevant design revisions accompany these responses for insertion or replacement in the Mining <br />and Reclamation Plan document. <br />
