Consistent with standazd engineering practice and guidelines of. the National Society of <br />Professional Engineers, it is not appropriate for a Professional Engineer to certify information chat is <br />outside of his/her azea of professional experience and expertise. This guidance is generally <br />interpreted to mean that certification requirements apply only to engineered plans and designs, not <br />land ownership and environmental information. Given these considerations, it is not appropriate for <br />a Professional Engineer to certify the Surface and Mineral Ownership Map (Map 2.03-M1) or Soils <br />Types Map (Map 2.04-M7). Please <br />indicate to which vertical alignment (Figure >0 of the Erwironmental Strategies Corporation report or Drawing 2.05- <br />M3 Sheet 3 of 3) the haul road it to be ronrtrurted <br />Response: As previously noted in the response to Comment 19, the referenced steep segment of the <br />IIW Haul Road on the west side of the II West Coal Refuse Facility has been eliminated. OMLLC <br />will develop and utilize operational haulage ramps within the refuse pile footprint for construction <br />and refuse haulage as facility development proceeds. This approach is similaz to the approach used <br />successfully for construction and development of the existing West Valley Coal Refuse Facility. <br />As previously noted in the response to Comment 17, the road alignment and profile shown on revised <br />Maps 2.05-M1 and 2.05-M3 (Sheet 3 of 3) reflect the proposed road design and construction <br />configuration. Map 2.05-M3 (Sheet 3 of 3) has been refined to show ground elevation and finished <br />grade and to provide more detail relative to changes in road gradient (prior version averaged grades <br />over designated road segments). <br />35) Please reconcile designs of the haul road. Please include a!! design parameter) and rperifzrationt over the certification <br />of a registered engineer.
