Lochhead <br />F..ecunve Dvecmr <br />Michael B long <br />Dinsion Diredo~ <br />Per your request, I have reviewed the technical revision submittal <br />(TR-29) to update the revegetation plan for the Keenesburg Mine. <br />Overall the revision is well organized and greatly clarifies the <br />sampling methodology that will be utilized at the mine site to meet <br />their present and future sampling commitments. <br />There is one statement on page 114-c that will require some <br />clarification prior to approval of this revision. The first <br />sentence at the top of the page states that a combination reference <br />area/technical standard will be used to evaluate revegetation <br />success at the Keenesburg Mine site. However, the body of the text <br />seems to indicate that the revegetation success will be based on a <br />comparison of the reclaimed area and the Osgood reference area. It <br />is unclear how or if a technical standard will be employed here. <br />To my knowledge the Division has not approved a technical standard <br />for this mine site and if the operator wants to assign a technical <br />standard, more information will need to be submitted for this to <br />occur. They can contact me to discuss what that will be. <br />Another item that will require some fine tuning prior to final bond <br />release sampling is if the reclaimed area will be sampled as a <br />single area or divided into parcels. Zt is probably too soon to <br />determine how this will be handled since all of the area has not <br />been reclaimed. However, prior to beginning the final bond release <br />sampling or even phase II sampling, this should be clarified with <br />the Division. <br />This concludes my review.
