Bvoluation of Reclamation Surcest far Phase /1! Bone Release <br />reclaimed area was sampled again on September 16, 1998, to show the successful establishment <br />of warm-season grasses. The results of the study are summarized below. A detailed description <br />of the study and analyses are presented in Appendix A. <br />The approved reclamation success standards, as specified by the CDMG during permitting, for <br />the Colorado Coal Mine N1 are as follows: <br />Cover -Vegetation cover will be restored on the disturbed areas to 90 percent of the vegetation <br />reference area. <br />Production -Vegetation production will be restored on the disturbed areas to 90 percent of the <br />vegetation reference area. <br />Species Diversity -Establish two perennial cool season grasses and two perennial forbs with at <br />least 3 % but less than 40% relative cover, and any combination of perennial warm-season grasses <br />with at least 6% relative cover and no upper limit <br />Cover values on the reclaimed area exceeded the 90 percent standard required in comparison to <br />the reference area. <br />Vegetative production on the reclaimed area are determined to exceed the production values for <br />the reference area, thereby satisfying the success standard specified in the permit. <br />Analysis of the species diversity standard shows the reclaimed area to satisfy all values established <br />' in the permit. The 1998 sampling events satisfied [he species diversity standard for all defined <br />parameters. The sampling revealed that one perennial forb, alfalfa, and one sub-shrub, winterfat, <br />were present with a relative vegetative cover greater than 3%. CDMG agreed in their letter dated <br />' April 26, 1999, that winterfat does satisfy the diversity requirement for a perennial forb. The <br />establishment of two warm-season grasses was proven during the September, 1998, sampling <br />event, with the results accepted by CDMG in the before mentioned letter. All species diversity <br />' standards were achieved during the 1999 sampling. <br />Survey results indicate a permanent, self-sustaining stand of vegetation established on the <br />' reclaimed area. Analysis of revegetation standards indicates a favorable recommendation for <br />Phase III bond release for CCMl~1. <br />WATER QUALITY ANALYSIS <br />Water quality and quantity were analyzed during the mining and post-mining periods. Analysis <br />of the data and comparison of both periods indicate that effects of mining were insignificant and <br />within the range allowed by approval of the Probable Hydrologic Consequences. This evaluation <br />was submitted and approved by the CDMG in support of Technical Revision 10 which eliminated <br />the hydrologic monitoring program. All surface water and groundwater monitoring sites have <br />been removed, sediment control system (including ponds) have been reclaimed, and the NPDES <br />permit for the site has been terminated. <br />mm.os~~os~.ivee~srv~mx, i~. iav9 5 <br />
