Bonding <br />-2B- <br />The emphasis of this review was to determine whether the reclamation <br />cost estimates provided in the revised permit application are sufficient <br />at the present time to cover the total cost of reclaiming worst case <br />disturbance at the mine if the work had to be preformed by the State <br />through the use of independent contractors. Items checked during the <br />review consisted of: <br />1. Estimated hourly equipment costs, labor rates, and unit costs; <br />2. Estimated hourly production for various earthmoving and reclamation <br /> activities; <br />3. An evaluation of the worst case disturbance within the present <br /> permit term; and, <br />4. An evaluation of whether all required reclamation tasks have been <br /> adequately covere d in the bond estimate. <br />References used to evaluate hourly costs and production figures <br />consisted of: <br />Rental Rate Blue Book for Construction Equipment - 1985 Update; <br />Means Building Construction Cost Data - 1985 Update; and, <br />Caterpillar Performance Handbook - Edition 15. <br />1.
