<br />VI. Bonding <br />-2B- <br />The emphasis of this review was to determine whether the reclamation <br />cost estimates provided in the revised permit application are sufficient <br />at the present time to cover the total cost of reclaiming worst case <br />disturbance at the mine if the work had to be preformed by the State <br />through the use of independent contractors. Items checked during the <br />review consisted of: <br />1. Estimated hourly equipment costs, labor rates, and unit costs; <br />2. Estimated hourly production for various earthmoving and reclamation <br /> activities; <br />3. An evaluation of the worst case disturbance within the present <br /> permit term; and, <br />4. An evaluation of whether all required reclamation tasks have been <br /> adequately covere d in the bond estimate. <br />References used to evaluate hourly costs and production figures <br />consisted of: <br />Rental Rate Blue Book for Construction Equipment - 1985 Update; <br />Means Building Construction Cost Data - 1985 Update; and, <br />Caterpillar Performance Handbook - Edition 15. <br />1. Cost/hr for Dozer (use Cat D-9L) <br />Note: The D-9H referred to on page 3.01-3 of the revised <br />app ication is a discontinued model no longer included in the <br />Rental Rate Blue Book or Cat Handbook. Although the D-9L has a <br />higher base rental rate than the D-9H, overall costs are <br />considered equivalent due to the increased productivity of the <br />"L" series over the "H" series. <br />Base rate: E16,700.00/mo. - 176 hrs/mo. = 594.89 <br />Location adj. = E94.87 x 1.05 = 3 99.63/hr <br />Operator wages (from Means Cost Data) = 20.20/hr <br />Operating Cost/hr = 43.05/hr <br />TOTAL HOURLY COST = <br />
