Decision <br />The decision is to approve the Free Use Permit as described in <br />the "proposed action^. <br />2. Relationship of the Decision to the EA <br />Two alternatives were discussed in the EA: the proposed <br />action (Alternative A) and the No Action Alternative <br />(Alternative B). The decision is to implement the proposed <br />action. <br />3. Rationale <br />The decision is consistent with the objectives of the San <br />Juan/San Miguel Resource Management Plan. <br />The mitigating measure cited below in Section 5 and the <br />developed Surface Use/Reclamation Plan will be attached to the <br />permit as conditions of approval. They will ensure that no <br />significant adverse environmental impacts will occur and that <br />the operation will not cause unnecessary or undue degradation <br />of the environment. <br />4. Other Factors Considered in the Decision <br />None <br />5. Mitigating Measures <br />The following stipulation will be placed in the developed <br />Surface Use/Reclamation Plan for the Klondike gravel pit. <br />Extraction and/or removal operations in the pit area <br />shall be restricted during the period December 1 through <br />April 15 due to the area being identified as crucial <br />deer and elk winter range. An exception to this <br />stipulation may be granted in any year if it is <br />determined that winter conditions are mild. <br />6. Monitoring <br />All surface disturbing and mining activities in the permit <br />area will be monitored by BLM and CDMG. <br />
