9) Parts (iv) and (v) address documentation that areas are or are not
subirrigated and flood irrigable. The Division will assume that Oak Creek
is both subirrigated and flood irrigable, unless information to the contrary
is submitted.
Isolated pockets of subirrigation is noticeable, particularly the
willow/red top and the sagebrush shrub communities along the
creek. The extents of these communities are delineated on
Exhibit 4.6-10, "Oak Creek -Alluvial Valley Floor, Declassification
Area, Vegetation Map" and further addressed in Item 11. Evidence of
any flooding in or along the Oak Creek occurs during high
precipitation events and are mostly concentrated by the existing
highway, county road and railroad fills.
10) Part (vi) requires "Analysis of a series of aerial photographs,
including color infrared imagery flown at a time of year to show any Tate
summer and fall differences between upland and valley floor vegetative
growth and of a scale adequate for reconnaissance identification of areas
that may be alluvial valley floors." The Division has color infrared aerial
photographs of Oak Creek flown in September of 1978. Does P&M have
access to more recent color infrared photographs? If so, please provide
the required analysis to show the presence or absence of alluvial valley
floors on the requested portion of Oak Creek.
P&M does not have in its possession, nor have access, to more recent
infrared photographs of the Oak Creek valley to correlate seasonal
vegetative growth differences between the upland and valley floor
areas.
1 i) Please provide a detailed vegetation map (scale of 1" = 100') for the
requested area.
Existing vegetation growing along the stream and the streambanks
categorically belong in one of the vegetation mapping units
described in Section 2.4, Vegetation Summary of the approved
permit. Exhibits 2.4-1 and 2.4-2 of the approved permit depict the
areal extent of each unit. In addition, Exhibit 4.6-11, "Oak Creek -
Alluvial Valley Floor, Declassification Area, Vegetation Map"
delineates the identified vegetation units along the stream within
the proposed declassification area. The units identified consist of
