-~ - - <br />Larry Routten <br />September 3, 1996 <br />Page 2 <br />The base material will be placed and compacted to ensure a stable postmining configuration <br />and restoration of the site to the proposed postmining use of rangeland. Placement of the <br />material will be done in accordance with the approved reclamation plan for the loadouts, and <br />by the following general procedures: <br />• Prior to placement of the base material, the tce of the slope to be backfilled <br />will be notched to remove loose soil material, and any debris. <br />• Base material will be placed in lifrs and wheel compacted. <br />The above procedures have been incorporated into revised permit pages that are included with <br />this minor revision request. This package includes 3 copies of the following items: <br />• Application form for a minor revision <br />• Summary of Revisions and Additions <br />• Revised permit text <br />• Figure 1, Loadout Area <br />Request for a Technical Revision (TR-25): Incidental Boundary Change of 0.42 acres at Coal <br />Loadout <br />EFCI is requesting an incidental boundary change of approximately 0.42 acres adjacent to the <br />east loadout in order to execute the approved reclamation plan. Specifically, the proposed <br />additional area includes a section of 2H:1 V slope that will be reduced to a 3H:1 V slope or <br />less during reclamation in order to match the approved postmining topography. This area lies <br />totally within lands owned by Daniel H. Adamic, from whom EFCI leases the adjacent <br />permitted loadout area. <br />The area subject to this request is shown on attached Figure 1, Proposed L.oadout Boundary <br />Change. The hydrology, soils, and vegetation within this small area are the same as the <br />adjacent loadout permit area. In addition, the area is not subject to any prohibitions or <br />limitations pursuant to Rule 2.07.6 of the Regulations. <br />Appropriate revisions will be made to Map 29, Loadout Area Postmining Topography, <br />according to attached Figure 1. This revision package includes 3 copies of the following: <br />• Application form for a technical revision <br />• Proposed public notice <br />• Summary of Revisions and Additions <br />• Revised permit text <br />• Figure 1, Proposed Loadout Boundary Change <br />
