Long, <br />Division Dvector <br />Per your request I have reviewed Orchard Valley's proposed mine plan modification to allow <br />the mining of the C panel under Steven's Gulch. I limited my review to groundwater issues. <br />I don't think that the proposed mine plan will have a detrimental effect to the hydrologic <br />balance. The mine predicts that the C panel will not subside so fracturing of the impermeable <br />layers above the panel should also not occur. Additionally, current mining of the mains under <br />Steven's Gulch does not appreciably increase mine inflow, therefore, inflow from faults does <br />not seem to be a problem. I would like however, additional information from the operator. <br />The following are several concerns that I have with the TR. <br />1. The application should include a discussion of the potential for mine inflow into the <br />proposed C Panel. The operator could use historic data from the existing II West Submains <br />to support the prediction. The Statement of Probable Consequences (PHC) s ould be revised <br />to show the additional inflow if warranted. <br />2. The TR application should have overburden thickness contours drawn on the mine map. <br />An explanation should be given in the map legend for the different shading on the mine map <br />delineating the thin overburden buffer zone. n/~ ~~ ~` ~ ~ ~~ <br />
