<br />Ill 1111111111111111 <br />MEMORANDUM <br />TO: Dan Mathews <br />FROM: Mike Boulay <br />DATE: November 13, 2000 <br />SUBJECT: Deserado Mine; Permit No. C-8]-018; Technical Revision No. 51 and Technical <br />Revision No. 51 Amendment <br />I have reviewed the TR-51 and TR-51 amendment responses to our adequacy questions regarding <br />the East Portal Area, the Railroad Loop Area, and the Refuse Area Ponds at Deserado. I have the <br />following additional comments regarding BME's categorical responses. <br />TR-51 Adequacy Review Comments <br />1. The use of an average annual R of 16.6 is acceptable based on the documentation provided. <br />As requested, SEDCAD demonstrations for the 10-year, 24-hour precipitation event were submtted <br />for the East Portal Area and the Railroad Loop Area. The Division has the following adequacy <br />concerns regarding the new SEDCAD demonstrations for each area. <br />East Portal Area <br />la. Please provide the assumptions used in selecting the runoff curve numbers utilized in each <br />of the SEDCAD runs. This information should include the Hydrologic Soil Group, Hydrologic <br />Condition, and Cover Type. <br />Ib. Please provide justification and/or the assumptions used in selecting the C and P factors <br />utilized in each of the SEDCAD runs.
