<br />TO COMMENTS DATED MAY 22, 1996 <br />Since the mine is in permanent cessation and did not progress through the projected life of the <br />mine plan, many of the sections in the permit application package are no longer accurate, and <br />should be revised. Please revise sections /.0, 3.1, 3.4, and 4.3, so that it is apparent that <br />mining has ceased and that not all of the planned disturbance occurred. In addition, it might <br />be help, ful to include asummaryand/or a map describing the limits ofdisturbance as of the <br />close of mining. <br />The permit sections have been revised in accordance with the Division's request. The table <br />on page 3.1-2 has been revised to summarize the affected area as of the close of mining and <br />Exhibit 3.1-3 has been revised to delineate the limits of the affected area as of mine closing. <br />2. The Division and P&M, during discussion last Fall regarding stability of the Moffat area <br />agreed that P&M would install stability monitoring pins in the vicinity of the final Moffat pit. <br />Please include a discussion of this plan in the permit application package text. <br />Page 3.4-3 has been revised to include a discussion regazding the installation of stability <br />monitoring pins in the vicinity of the final Moffat pit area. <br />3. Rule 2.05.4(2) was revised, effective August 1, 1995, to require a detailed reclamation plan <br />for roads which are to be modified for retention as part of the post-mining landuse. Please <br />provide a detailed reclamation plan for modification of the North, West Ridge, Skyline, and <br />Moffat roads which are to be retained. The plan should include a detailed description of the <br />proposed reclamation activities, supporting reaps, drawings, and/or cross sections, and a <br />detailed estimate of associated reclamation costs. <br />This comment is being responded to in conjunction with Technical Revision 35 which <br />designates the roads to be retained in support of the postmining land use. <br />4. Rules 4.03.1(IJ(b), 4.03.2(I)(b), and 4.03.3 (I)(b) were revised effective August 1, 1995, <br />to require a plan for disposal of road surfacing materials which are incompatible with <br />revegetation. Please provide a plan for disposal of road surfacing materials from roads <br />which are reclaimed or reduced in width. If P&M is planning to redistribute the material an <br />the permanent roads, this would be acceptable bus should be noted in the permit application <br />package. If surfacing will not be used on other roads, it should be disposed of either in the <br />pit or somewhere else below rooting depth. The Division believes the surfacing from the <br />roads may not be compatible with vegetation if it contains magnesium chloride, coal fines, or <br />fuels and oils. <br />This comment is being responded to in conjunction with Technical Revision 35 which <br />designates the roads to be retained in support of the postmining land use. <br />When compared to the information in the Applicant Violator System (A VS), the identification <br />of interests portion of the permit appears to be outdated. Please update Section 3.7 with all <br />current controllers of P&M. The Division can supply P&M with a copy of the current AVS <br />information, if need be. <br />Section 3.7 of the permit has been revised to update all current controllers of P&M. <br />
