Keffelew: <br />P. 02 <br />Thank: you for the opportunity to allow us to comment on Western Aggregates Inc. request for <br />Permit Amendment Application on approximately 707 acres (282 currently permitted and 425 <br />acres to be added) of land roughly located southeast of the intersection of Highways 93 and 128. <br />This acreage lies in the northwest comer of the Department of Energy's Rocky Flats Buffer Zone. <br />The Department of Energy owns the surface rights on the land and as such is very interested in the <br />operations of our neighbor, Western Aggregates. <br />The following is a sumtnary of our main concerns: <br />~tttre Use <br />The Future Use Working Group (on which Jefferson County is represented) has been convened <br />and tasked with the objective to delineate future uses for the Rocky Flats Environmental <br />Technology Site (Site). This group is comprised of citizens and citizen group representatives with <br />strong interest, concerns and commitment to the future of the Site. Any actlvlty in the Buffer <br />Zone :including the proposed expansion of WAI's training operation affects future use of the azea <br />and the end product of the Future Use Working Group. As the proposed continues an activity that <br />precludes landuse by the surface owner, the proponent's historical actions need to be considered. <br />Aifr Quality <br />There is concern in regards to air quality and potential impacts to our current air quality <br />monitoring program. WAI has stated that there may be up to 500 vehicle trips per day in and out <br />of the proposed expanded operation potentially creating a dust problem. We would request there <br />be sorne type of assurances granted towazd mitigation (t.e. a requirement to pave all access roads <br />or a defined watering program). --~ <br />Water Quality <br />Sever+tl assurances aze necessary in terms of water quality. Assurance is needed that all water <br />used in the mining operation stays on the excavation site and that there is no dumping of water <br />
