<br />unnecessary contamination, adequate extent of topsoil shall be salvaged from the edge of a road, <br />embankment, ditch, cut slope, and tae of fill. <br />Topsoil will be removed by using self-loading scrapers, push scrapers, or other rubber tired equipment. <br />A dozer or road grader will also be used when needed to assist scraper loading, to facilitate maximum <br />topsoil recovery, and to help build and shape topsoil stockpiles. Where topsoil exists on a steep slope <br />and where there is enough room for scrapers to maneuver at the bottom of that slope, topsoil will be <br />removed by being pushed downhill with a dozer, picked up with scrapers, then stockpiled or <br />transferred directly to regraded areas. <br />A twc-Irft topsoil operation will be utilized for the two primary premine irrigated pastureland soil types <br />(30C and D70B], whereby the "A" and upper "B" horizons are salvaged separately from the lower "B" <br />and "C" sail horizons. The Barx soil (a component of Map Unit D70B] has been determined to be <br />prime farmland by the Soil Conservation Service. There was 15.0 acres of Map Unit D70B identified <br />as prime farmland south of West 5th Street, (i.e, irrigated and utilized as pasture? within the proposed <br />permit area. See Table 2.05.4(27(d7-1. <br />Specrfic Soil Map Units (1 E, 1EW, and 808] at New Horizon 2 are more suited for one-Irft topsoil <br />salvage because they are very shaNow to shallow, have tittle profile development, and/or are <br />excessively stratrfied. The salvageable topsoil from these units will primarily be utilized, whenever <br />feasible , in postmine dry pastureland area. One-lift topsoil will generally be isolated from the two-lift <br />topsoil during all soil handling operations. <br />Irreversible structural damage would occur to these soilsrf they were salvaged while saturated. <br />Therefore, topsoil salvage equipment will generally be limited tc the drier areas. Wet areas will be <br />dewatered and allowed to dry prior to salvage. Appropriate adjustments will be made to the recovery <br />rate as dictated by actual field conditions and initial topsoil balance reports.* <br />Topsoil Storeae. When the direct haul of topsoil is not feasible, the topsoil will be stored in approved <br />stockpiles (see Map 2.05.3-1, Operations Plan New Horizon 2]. Stockpiling of topsail will be required <br />for topsoil removal in the initial box cut, haul road, spoil stockpile areas, sediment pond, shop area, and <br />final pit/highwall reduction areas, Topsoil stockpiles will be located in areas that will not be disturbed <br />*The actual amount of topsoil salvaged has been less than the amount estimated in the soil <br />survey. Table 2.05.4[2)(d}1 has been revised to reflect the actual salvage and perceived future <br />topsoil salvage quantities. As of July 1994, WFC has experienced an overall recovery of 80 <br />percent. <br /> <br />
