C$1- <br />008. <br />Dear Mr. Ranney: <br />Western Fuels-Colorado, LLC, proposes a change in the post-mine land use and <br />topsoil redistribution depths at the New Horizon 2 Mine. The proposed land use <br />incorporates both irrigated and dry-land pasture, see Exhibit 2.05.4-4. These <br />two types of farm lands are representative of how the land was utilized and <br />approximate acreage before mining began. WFC has also designed the topsoil <br />redistribution and irrigation plan to compliment this proposition. <br />~'VFC also proposes a change in the topsoil distribution depths, see Exhibit <br />`L.05.4-4. After three topsoil removal programs, it has become apparent that the <br />soil survey map that was made and approved for this permit area is overly <br />optimistic in the salvageable thickness figures. It has been observed and noted <br />in several DMG inspections of this shortage of suitable topsoil. I would also like <br />to state that there are approximately 19 acres of land on the south edge of the <br />permit area that have zero feet of salvageable topsoil (Soil Unit 810). WFC <br />proposes 12 inches of topsoil, suitable sub-soil, or suitable spoil as growth <br />media for this area, or any other area that falls short of the minimum depths <br />stated on Exhibit 2.05.4-4. It has been WFC's experience that overall, only 80% <br />of the stated topsoil is actually available to be salvaged. <br />I have enclosed two copies of Exhibit 2.05.4-4, a complete revised Section <br />2,05.4(2)(d) Topsoil (Redistribution), the notice of publication, and the <br />application form for your files.
