The following are responses to the April 14, 1986 letter from the Division regarding the mid-term review for the Chimney Rock Mine. A. Technical Revision No. 14 A copy of the proposed public notice was enclosed in the original mid-term submittal. Since the permit transfer will be handled as a "Transfer, Assignment, or Sale of Permit Rights" in place of a technical revision, the notice of publication has been revised. A copy of the notice is enclosed along with the "Request for Transfer". B. Minor Revision No. 20 1. Raiser Steel will submit a revised reclamation time table at a point in time when the federal coal lease modification has been obtained or when all avenues of obtaining the coal lease modifications have been used. A table will be submitted similar to Table 14 with a revised time frame. 2. Enclosed is a copy of maps 8 and 12 which are certified and have been signed. 3. Enclosed are two attachments with regard to Minor Revision No. 7 and Technical Revision No. 3. Minor Revision No. 7 deals with the removal of topsoil from the Barren Ridge area to the East Side pit. Technical Revision No. 3 deals with the change in post-mine topography. Also enclosed is a copy of access road certifications as required by Stipulation No. 2 of Technical Revision No. 3. 4. Stipulation No. 21 addresses the overburden/interburden swell factor and bulking projections for the Chimney Rock Mine. Chimney Rock Coal is obligated to conduct an annual survey with regard to swell factor calculations. The 1984 annual survey was submitted to Gregg Squire of the Division on November 15, 1984. if this report cannot be located, please notify me and a copy will be forwarded to the Division. Because the mine was idled in September, 1985 no annual survey was completed. Because overburden/interburden characteristics were identical to the Barren Ridge mining area of the 1984 survey, the swell factor would also remain the same. Unlike the East Pit and Barren Ridge areas, the Revision No. 1 area is contiguous with the Barren Ridge. Overburden over the "A" seam for both areas consists of dark gray and black shales with sandstone interbedded. Band C interburdens consists of dark gray and carbonaceous shales.
