The following are responses to the April 14, 1986 letter from <br />the Division regarding the mid-term review for the Chimney <br />Rock Mine. <br />A. Technical Revision No. 14 <br />A copy of the proposed public notice was enclosed in the <br />original mid-term submittal. Since the permit transfer <br />will be handled as a "Transfer, Assignment, or Sale of <br />Permit Rights" in place of a technical revision, the <br />notice of publication has been revised. A copy of the <br />notice is enclosed along with the "Request for Transfer". <br />B. Minor Revision No. 20 <br />1. Raiser Steel will submit a revised reclamation time table <br />at a point in time when the federal coal lease <br />modification has been obtained or when all avenues of <br />obtaining the coal lease modifications have been used. A <br />table will be submitted similar to Table 14 with a <br />revised time frame. <br />2. Enclosed is a copy of maps 8 and 12 which are certified <br />and have been signed. <br />3. Enclosed are two attachments with regard to Minor <br />Revision No. 7 and Technical Revision No. 3. Minor <br />Revision No. 7 deals with the removal of topsoil from the <br />Barren Ridge area to the East Side pit. Technical <br />Revision No. 3 deals with the change in post-mine <br />topography. Also enclosed is a copy of access road <br />certifications as required by Stipulation No. 2 of <br />Technical Revision No. 3. <br />4. Stipulation No. 21 addresses the overburden/interburden <br />swell factor and bulking projections for the Chimney Rock <br />Mine. Chimney Rock Coal is obligated to conduct an <br />annual survey with regard to swell factor calculations. <br />The 1984 annual survey was submitted to Gregg Squire of <br />the Division on November 15, 1984. if this report cannot <br />be located, please notify me and a copy will be forwarded <br />to the Division. <br />Because the mine was idled in September, 1985 no annual <br />survey was completed. Because overburden/interburden <br />characteristics were identical to the Barren Ridge mining <br />area of the 1984 survey, the swell factor would also <br />remain the same. Unlike the East Pit and Barren Ridge <br />areas, the Revision No. 1 area is contiguous with the <br />Barren Ridge. Overburden over the "A" seam for both <br />areas consists of dark gray and black shales with <br />sandstone interbedded. Band C interburdens consists of <br />dark gray and carbonaceous shales. <br />
