DURGIN, MAYOR
April 22, 1997
Colorado Division of Minerals and Geology i
1313 Sherman Street, Room 215
Denver, Colorado 80203
Atm: Greg Squire,Environmental Protection Specialist
Re: Western Mobile Deepe Farm Pit: Proposed Amendment to Fainting Mined
Land Reclamation Permit(#M-81-302)
To Whom It May Concern:
I am writing to you on behalf of the Boulder City Council to register Boulder's strong hjections
to the proposed amendment to the existing reclamation permit for the Western Mobile')eepe
Farm Pit mining site on the Flatiron Property in Boulder County. The City of Boulder•:tbjections
to the proposed Deepe Farm Pit reclamation plan amendment fall roughly into three casegorie8: 1)
The general pattern of digression away from the original intent of the reclamation plan for the
Deepe Farm Pit mining site; 2) the impacts of the proposed reclamation amendment on City of
Boulder Open Space properties; and, 3)the floodplain implications of the proposed amendment.
The City of Boulder believes each of these concerns is sufficient grounds for denying the
proposed reclamation plan amendment for the Deepe Farm Pit mining site.
Digression from Original Reclamation Plan Intent
Before delving into the more technical City of Boulder concerns pertaining to the proposed
reclamation plan amendment for the Deepe Farm Pit mining site, it is important to undt.cstand the
context for Boulder's objections. Back in 1982, when the Flatiron Sand and Gravel Cctapany
originally applied for a permit to begin mining operations at the Deepe Farm Pit, the stnced
reclamation goal for the site was"wildlife" end"agriculture." 15 years later, as the successor to
the Flatiron Sand and Gravel Company,Western Mobile, prepares for final site reclamation, the
City.of Boulder is struck by the total disregard for previous reclamation commitments that the
proposed amendment reflects. Substantiall;lower land grades, reduced surface water levels, and
a demonstrated general lack of concern for impacts on neighboring land interests all suggest a
change in the reclamation goals for the Deepe Farm Pit from one of wildlife protection and
POST OFFICE BOX 791 BOULDER, COLORADO 80306 TELEPHONE(303) 441-3002 4J
