<br />The survey work was completed on the four topsoil stockpiles and <br />the volumes of the piles have been modified accordingly. The <br />volumes are as follows: <br />Stockpile ID Current Volume Prior Volume <br />SF-1 54842 47600 <br />SF-2 55861 39600 <br />SF-3 109410 111790 <br />SF-6 93270 93680 <br />This resulted in an 20,716 CY increase in the volume of topsoil at <br />the site. During final reclamation this material will be <br />redistributed over the regraded topography. <br />Map 29 has been modified to provide topsoil stockpiles, with <br />appropriate identification number and the area to which the topsoil <br />will be reapplied when the mine is reclaimed approximately 25 years <br />from now. Likewise, Table 49A, has been developed which provides <br />the topsoil volumes contained in the various topsoil stockpiles <br />around the property. This table can be inserted into the permit. <br />Also, please keep in mind that a portion of the refuse pile will be <br />constructed on the wasterock disposal site, and this site was <br />previously designated for being topsoiled as depicted on the <br />original Map 29. The area will not be topsoiled until the refuse <br />pile construction and reclamation activities are completed. <br />The Office of Mined Land Reclamation (formerly Mined Land <br />Reclamation Division) observed the redistribution of topsoil in <br />area 2 and confirmed the depth presented in the technical revision. <br />I do not believe further work on either the OMLR or Twentymile's is <br />warranted to verify the volume. The basic understanding is that <br />all the topsoil that was redistributed will be picked up and <br />stockpiled as per the commitment made in the technical revision. <br />If the additional acreage that is now slated for topsoil <br />redistribution is modified to reflect the early approvals then the <br />previous approved depths for Twentymile can be attained. However, <br />it was decided during the permit renewal to add the additional <br />acreage and make the topsoil resource go as far as possible. As <br />evidenced by the mining history at the site the regulations have <br />changed over the years and Twentymile, previously Colorado Yampa, <br />is trying to make up for resources lost in the past. I believe the <br />OMLR and TCC both agree this is a reasonable use of the resources <br />at hand. <br />Also, please keep in mind that a number of acres above the portal <br />have been reseeded and a stand of vegetation has been established. <br />These areas, during final reclamation, can be used as a source of <br />plant growth media. Approximately 25 years will have passed during <br />which the soil building process will occur making the value of this <br />material as a plant growth media increase over time. <br />Kent, I appreciate your determination in trying to resolve the <br />topsoil redistribution discrepancy.
