ID~ DEC 22'93 835 No.002 P.03
•
ability to efficiently conduct operations. We recogni.zc
that the Division will be short-handed by the holidays acid
scheduled vacations, and for this reason, BMRI suggest's that
the Division employ WWL to assist with the review of '1'7t-16
to meet the January 4, 1994 decision date.
TR-17, pursuant to the Board's directive to resolve i.sisucr:
concerning process pipelines, was submitted at the reylue:;t:
of the Division as a mechanism to incorporate process water
pipeline specifications and maintenance procedures ir~t:~ our.
permit. BMRI is in agreement with the Division to extaend
the decision date for TA-17. BMRI believes that an
extension to February 1, 1994 will provide adequate review
time for forthcoming pipeline specification information.
Also, the extended review time of TR-17 should not intaerfere
with the orr-going reviews of TR-15 and TR-16; this will
allow staggered deadlines for the in-process technical
revisiOR6.
As a follow-up to BMRI's December 20, 1993 informational
telephone conversation with the Division, BMRI received t}ie
verbal approval for deposition of tailings across the
upstream face of the main embankment prior to a fins]
decision concerning in-tailings pie2ometers. Deposition
along the main embankment face is necessary to re-e~:i:,yblitll
routine spigot sequencing after the extended construction
project interruption. The Phase I main embankment .end litiar
system continues to be the containment structure at the
present elevation of the tailings. As previously committ.ecl,
AMRI will not place tailings on the Phase 7I liner until
final approval of the as-built report has been comp]etecl.
HMR7 will work diligently with the Division for a
final resolution of all outstanding issues concerniny
the San Luis Project.
If you have any questions, please call.
sincerely,
~.P~ ~ S ~~
Alana L.
