/• <br />site. My concern is that a constructed drainage (riprap) maybe required to protect this reclaimed <br />azea. A request to the applicant might be: Please include in this revision apost-mining <br />hydraulic plan to correlate with the postmining topographic plan (Map No. 18) as parts of <br />the overall postmining reclamation plan. <br />The proposed material storage area is in an area of current rock disposal or storage. Are the rocks <br />to become part of the pad fill area? The embankment slope of this pad is 2h:ly. The Rules limit <br />haul road embanlmrents to 2h:ly. The geotechnical report at Tab 9 indicates such slopes should <br />be stable.The cut slope above the pad is also 2h:ly. This azea looks ok. <br />PR-7, Item 3. The flow direction in Culvert C-B4 appeazs to be reversed on Map 21-2 (proposed) <br />from Map 15-2 (current). Is this culvert to be re-set? A request to the applicant might be: Is <br />Culvert C-B4 (Map No. 21-2, Revised 02/20/03) to be reset to reverse flow pattern (Map <br />No.15-2, Revised 12-OS-Ol)? Or explain the flow pattern. <br />PR-7, Item 4. On page 2.05-39 2/03, the statement is made that "this material (excess material <br />from construction of the B-Seam portals) is not overburdern as defimed by Rule 1.04(83), <br />therefore the requirements of Rule 4.09 do not apply". I agree that the material is not overburden <br />as defined by Rule 1.04(83), but the material is Coal Mine Waste. Coal Mine Waste disposal <br />azeas shall be designed, constructed, inspected and maintained in accordance with Rule 4.09.1, <br />4.09.2, along with 4.10 and 4.11. Recommend the following: Please revise the statement on <br />page 2.05-39 of the application that the requirements of Rule 4.09 do not apply. These <br />requirements do not apply under Rule 1.04(83), but do apply under Rules 1.04(22a) and <br />4.10. Please expand the discussion on Coal Mine Waste (page 2.05-45 of the application) to <br />include the underground development waste as a source. Please demonstrate that the coal <br />mine waste storage meets stability and other requirements of the applicable portions of the <br />rules, and explain the plan and procedure to bring this area to the post-mining topography <br />of Map 18 (Revised 02-10-03). <br />PR-7, Item S. That there is a strong indication that there will be underground mine entry and <br />access water dischazges is stated on page 2.05-69. There is nothing about iron concentrations or <br />iron-producing seams. I don't think enough information is provided for us to approve a mine <br />dischazge. <br />I didn't see anything in the geotechnical reports (Volume VII) that pertained to PR-8. Do you <br />want me to review other reports? The geologic section? Hydrology -ground water?
