Logan Wash Mine 7R No. 6 <br />1.0 Introduction <br />This technical revision (TR) has been prepared to present proposed changes to the original Logan <br />Wash Reclamation Plan (Plan), specifically with regazd to mine drainage from the Reseazch <br />Mine portal. The original Plan was prepared in 1978 and updated in 1981. Technical Revision <br />No. 4, submitted in February 2004, addressed multiple revisions to the Plan, including the portal <br />closure at the Research Mine portal. Portal closure activities that occurred at the Reseazch Mine <br />in 2003 and 2004 were considered interim measures. Activities proposed in this TR represent <br />the final permanent action for portal closure at the mine. <br />In interest of completing mine closure, Western Water & Land Inc., consultant for Glenn Springs <br />Holdings, Inc., property manager for Occidental Oil Shale, Inc. (OOSI), is submitting this TR to <br />propose a permanent mine drainage structure for the Research Mine. This technical revision <br />describes the construction activities associated with a permanent pipeline that allows free <br />drainage from the Research Mine to an existing natural drainage upgradient of and consistent <br />with regulations for an existing National Pollution Discharge Elimination System (NPDES) <br />outfall at the mine, Outfa11001. <br />This TR presents background information in Section 2.0, construction activities in Section 3.0, <br />and monitoring in Section 4.0. <br />2.0 Background Information <br />TR No. 4 discussed the Research Mine portal and mine workings in detail and presented interim <br />closure actions. To provide a more comprehensive report, this section provides the following <br />excerpts of background information originally presented in TR No. 4. <br />2.1 General Background <br />The Research Mine was the first underground workings to be established at the Logan Wash <br />Mine facility. The mine tunnel was constructed on the boundary of OOSI and BLM land in the <br />Mahogany Ledge outcrop at an elevation of approximately 7,700 ft. The portal is located <br />immediately west of the gully forming the northeast-most head of Logan Wash (SE '/< NE Y< Sec <br />25, T. 7 S. R. 97 W.). The portal entrance is approximately 9-ft high and 16-ft wide. The portal <br />is accessible by way of the main mine access road which passes over the existing Research Mine <br />waste-rock dump. <br />The Research Mine is the only underground working at the mine site that has discharged mine <br />water from the portal to the ground surface. This discharge occurs seasonally and is permitted <br />under a NPDES permit (No. COG600452) with the Colorado Department of Public Health and <br />Environment (CDPHE). The Research Mine workings consist of two subparallel drifts with <br />various side drifts and rooms (see Attachment A). The two drifts have separate portals that <br />daylight on the south-facing outcrop, separated by a distance of approximately 150 fr.
