DRAFT LETTER TO LANDOWNERS <br />Date <br />Name <br />Address <br />Dear <br />Kaiser Steel Resources, Inc. would like to inform you that an application for Phase I <br />bond release of mining permit number C-81-023 for the Chimney Rock Mine located in <br />Archuleta County, Colorado, has been filed with the Mined Land Reclamation Division. <br />Kaiser Steel Resources is the applicant and its business address is 8300 Utica Avenue, <br />Rancho Cucamonga, California 91730. The mine site is located 20 miles southwest of <br />Pagosa Springs, Colorado, on the Mel Martinez Ranch and U.S. Forest Service lands. These <br />]ands include the Ns, SEA of Section 30 and the NE; of Section 30, T34N, R4W and may <br />be located on the USGS 7.5 minute quadrangle named Chimney Rock. <br />This Phase I bond release application relates to completion of backfill and grading of the <br />surface disturbance areas of the site (approximately 105 acres). The original bond amount <br />is $800,000; the requested reduction is $480,000; leaving a remaining bond amount of <br />$320,000. This reduction is the result of reclamation activities on the site which have <br />occurred over the past several years. <br />A copy of the Phase I bond release application is available for public inspection in the <br />Archuleta County Clerk's Office, Archuleta County Courthouse, Pagosa Springs, Colorado. <br />Written comments or objections on the application must be submitted to Colorado Mined <br />Land Reclamation Division, 215 Centennial Building, 1313 Sherman Street, Denver, <br />Colorado 80203 before - <br />Sincerely, <br />Gerald A.
