<br />The written findings document, prepared by Jim Burnell of the Division
<br />of Minerals and Geology on November 3, 1997, states that Pittsburgh &
<br />Midway has completed backfilling, grading, and drainage re-
<br />establishment in identified portions of the Center Ridge and west
<br />Ridge mine plan areas of the Edna Mine in accordance with the approved
<br />reclamation plan and is stable and Functioning as required.
<br />The proposed decision will release P&M from liability for backfilling,
<br />grading, and drainage re-establishment on the subject lands. The
<br />release would reduce the bond amount 60~ of the original bond. The
<br />findings document states that the remaining bond amount is sufficient
<br />to assure the completion of the remaining reclamation work if the work
<br />had to be performed by the Division should those areas fail.
<br />The proposed Phase I bond release will not conflict with federal lease
<br />terms and, therefore, BLM has no objection to the Phase I bond release
<br />for these areas.
