Long <br />Division Director <br />The Division received your comments concerning the above mentioned revision. Enclosed <br />please find a copy of a letter addressed to the Pittsburg & Midway Coal Mining Company <br />(P&M), operator of the Edna Mine. In addition to the requirements addressed in my letter <br />to P&M, the Rules and Regulations of the Colorado Mined Land Reclamation Board require <br />that P&M protect the essential hydrologic function of alluvial valley floors. The essential <br />hydrologic function of an alluvial valley floor includes quantity and quality of surface and <br />ground water. <br />The tipple and loadout facilities at the Edna Mine were constructed prior to the 1977 Surface <br />Mining Control and Reclamation Act. Surface water runoff from these areas is currently <br />routed through a series of four sedimentation ponds. Discharge from the ponds is required to <br />meet water quality standards established by the Colorado Department of Health (CDOH). To <br />date, the ponds have discharged in compliance with those standards. At the close of mining, <br />P&M will be required to restore the alluvial valley floor to its condition prior to 1977. There <br />is currently no additional disturbance planned in the Oak Creek alluvial valley floor. <br />Declassification of the alluvial valley floor status would waive the requirement that P&M <br />restore all of the essential hydrologic function of Oak Creek. However, P&M would be <br />required to conduct mining and reclamation operations so as to minimize disturbance to the <br />hydrologic balance in the area, and to prevent material damage outside the permit area. <br />
