Although the currently proposed seed mix contains some mesic grass species, the <br />addition of asod-forming hydric grass species is considered appropriate to enstue stabilization of <br />the disturbed areas near the stream bank where high stream flows are likely to occur. One of two <br />grass species, Redtop (Agrosris gigantea) or Reed Canarygrass (Phalaris arundinacea) is <br />recommended for this purpose. The addition of a single species is suggested because there does <br />not appear to be any single riparian species occurring naturally in the vegetation community which <br />can be considered as a dominant (providing 3% or more of the vegetation cover). In addition to <br />adding a riparian grass species to the seed mix for the buffer zone exemption area, P&M proposes <br />to plant willows, root stock or sprigs taken from local populations or purchased as seedlings, <br />along the stream's edge to assist in minimizing potential bank erosion. The rate at which the <br />riparian grass species is to be applied and the density of willow plantings will be determined in <br />conjunction with the finalization of permanent seed mix. <br />As discussed during the March 29 meeting, it is P&M's intention to use technical standards <br />developed by the SCS as a basis for developing revegetation success criteria for bond release <br />purposes at the Edna Mine. Therefore, the SCS range descriptions for the two range sites which <br />constitute approximately 95% of the area to be disturbed in the Moffat Area are attached for your <br />review. Also attached, is a copy of the range survey performed by the SCS in 1981 giving the <br />(baseline) condition of the range sites. The range surveys were initially provided to MLRD in <br />Appendix 2.4-C of the Edna Permit. A further discussion of the application of these standards <br />and their use is suggested at the proposed May 30 or 31 meeting. <br />
