Bishard: <br />The following items concerniny the recently submitted ammendment application <br />for the Colony Shale Oil Project, file number 80-47, need to be addressed <br />before the application can be deemed adequate. <br />1. Soils data for the new parcels of land to be disturbed near Parachute <br />must be submitted. <br />2. A drainage and sediment control plan for the proposed laydown facility <br />near Parachute should be provided. The amendment application and the annual <br />report provide only sketchy information. <br />3. Is gravel to be applied to the equipment storage and Zaydown yards? If so, <br />how will the gravel be handled during final reclamation? <br />4. How large will the oil mist yard be and how will the oil-contaminated <br />"soil" be handled during final reclamation? <br />5. What steps will be taken to minimize damage to adjacent veyetation and <br />soils From rolling rock during construction of the new Davis Gulch to Middle <br />Fork dam road, particularly in the steeper areas near hlirldle fork? <br />6. How will the old Davis Gulch to Middle Fork road be reclaimed? Z believe <br />the old road should be backfillcd wherever possible with a bockhoc in all <br />areas that were disturbed since the permit was granted. <br />7. Zn most cases unreveyctated artificial talus slopes will not be acceptable <br />for final reclamation of lands disturbed under this amenrhncnt where barren <br />talus slopes did not exist prior to disturbance. <br />8. How steep will the final reclaimed slopes be in the areas added to the <br />plant site? Generally, final reclaimed slopes should be no steeper than the <br />predisturbance slopes. <br />
