The water level monitoring system installation in Number 1 Slope was completed on <br />August 23, ] 995. No water was detected. <br />A drainage ditch has been established in the yard area to the south of the portals. On the <br />lower end, the yard ditch ties into the existing collection ditch which routes the surface <br />runoff to Sediment Pond 1 for treatment prior to discharge. Diversion Ditch 1 has been <br />left in place to divert surface runoff around the disturbed area until vegetative cover is <br />established. The culvert across the access road has been removed and a dry crossing <br />constructed in its place to direct water to the sediment pond via the collection ditch. <br />Description of the results achieved as they relate to the approved reclamation plan and the <br />criteria used in the determination: <br />A vegetation survey .vas completed by Savage and Savage, Inc. in June, 2000. The <br />EXECUTIVE SUMMARY is copied below and the vegetation study is attached. <br />"This year (2000) represents the fifth year of the extended liability period for the <br />Eastside Mine. As required by Colorado Division of Minerals and Geology (CDMG) <br />regulations, the coal mining operations must demonstrate that the vegetation established <br />on reclaimed areas of coal mines support the approved post-mining land use and meet <br />the approved success standard for vegetation cover prior to Phase II bond release. <br />Vegetation sampling this year represented the first quantitative sampling of the <br />reclaimed area at the Eastside Mine in preparation for bond release. Results from this <br />year's vegetation sampling at the Eastside Mine revealed that the vegetation of the <br />reclaimed area exceeded the final revegetation success criterion for the mine. Further, <br />the development of the vegetation at the mine shows that the permittee has established a <br />diverse, effective, and permanent vegetative cover of the same seasonal variety as the <br />original vegetation." <br />The mean total vegetation cover value form the reclaimed areas (50.53%) is greater than <br />the revegetation success standard (35.00%). <br />The approved plan specified the removal of mine and coal handling facilities including <br />foundations. This has been accomplished as all mine and coal handling facilities are <br />removed. The foundations and portal areas have either been removed or covered with a <br />minimum of four feet of cover. <br />The plan specified slopes of 30 to 38 percent above the fan portal and on the hillsides <br />sloping into the facility area. The slopes specified in the area in front of the portal to the <br />collection ditch is graded from 8 to 20 percent. The slope from the lower bench down <br />to the sediment pond is designed at 10.6 percent. The regraded areas have slopes that <br />comply with the plan specification or are slightly flatter. The results were obtained by <br />field measurements using inclinometer and by overlaying the "as built" post mining <br />
