Long <br />Division DircUnr <br />RE: Meeker Mine MR re. Sediment Loss From Pre-mine Areas <br />(C-81-032) <br />I reviewed the above referenced submittal from Enron. They propose <br />to estimate sediment loss from the mine area using the USLE to <br />estimate premine conditions and to compare sediment loss from <br />reclaimed areas to these values. Overall, the idea appears to be <br />appropriate. I do have two comments which should be passed on to <br />the operator. <br />1. Page M-12B of the submittal indicates that " accurate <br />measurements of sediment loss at the sites" will be made. Please <br />explain how these measurements will be made. <br />2. In the calculation of "C" values for use in the USLE, it <br />appears total vegetation cover values were used where ground cover <br />values should have been used. Ground cover includes litter, <br />grasses and some forbs. The ground cover value should not include <br />vegetative cover from shrubs. Using the ground cover value will <br />result in higher "C" values than those derived in the original <br />submittal. <br />m:\coal\lpr\73093 <br />
