Consequently, we can only surmise <br /> that the present permit term is based upon a mistaken impres- <br /> sion left with the Board during the course of the June 27 <br /> hearing. <br /> As demonstrated by the Eagle Pit permit amendment, reap- <br /> plication of all available topsoil and overburden fines to <br /> achieve a minimum 4-inch plant growth medium will enable the <br /> site to be revegetated properly to a condition equal to or <br /> better than that which prevailed prior to mining. Consequent- <br /> ly, the requested revision will not have more than a minor ef- <br /> fect on reclamation.
