5-
(*"height of depth exists"). However, under this Amendment, the operator is proposing to place asix-
foot high fence around the crest of those portions of the mine where highwalls of greater than 100-feet
in height exists. Why was this changed? Please explain. The Division would prefer a safe[}' bench,
wherever possible.
E. On Page 108 [he operator states, "as demonstrated to dale by CC&V operations, there is no evidence
that water will be impounded in the mine areas upon completion of mining. The Division will agree,
water will not be impounded for a long period within the pit areas. However, there will always be
temporary ponding after a precipitation event as evidenced in the Iron Clad and Globe Hill pits prior to
them being backfilled. Please clarify your statement.
The final topography shown on Drawing E-1 for the East Cresson mine backfill is conceptual. In order
to properly evaluate the financial warranty, the Division needs to know the actual configuration and the
source of the material to achieve the desired post-mining configuration. Please provide the appropriate
map or maps in accordance with [he Rule 6.4.6(a) and (b). Also refer to 6.4.4(E)(i)
G. Under the Phase N VLF Reclamation, the operator states "ore which lies beneath the liner for the Phase
N PSSA, will be accessible by sprinklers placed on top of the VLF. Upon completion of rinsing of the
VLF, holes will be drilled through the Phase N PSSA liner. Water and hydrogen peroxide (H,OZ) will
be introduced to the underlying ore through these holes. Prior to puncturing holes through the liner, the
operator has to obtain approval from the Division. The upper leachate solution from the ore has to meet
all applicable water standards and 0.2 mg/I WAD CN standard set by the Division.
H. The Iron Clad Mill tailings will have [o be detoxified to meet all applicable water standards including
WAD CN prior to removal and placement in another location, unless the material is placed on the VLF.
Under SGOSA, the operator states once the maximum footprint has been reached, the slopes will be
graded to final overall grade of 2.SH:1. More steep and less steep section of slopes will be formed
within this overall slope to generate irregular land forms. What is a "more steep and less steep slope?
Please quantify. The financial warranty is based in 2.5 to I slope, any changes will require written
approval.
Are there plans to place 8-10 feet wide benches along the reclaimed slopes as approved in AM-
07? Under this Amendment application, it s not clear if the operator is going to construct these
benches. Please explain.
VI. EXHH3iT F -Reclamation Plan Map Drawing F-1 (post mining topography plan)
A. Rule 6.4.6 (b) requires the map to show the proposed topography of the area with contour lines
of sufficient detail to portray the direction and rate of slope of all reclaimed lands. From the
map provided, it is even difficult to tell what the contour interval is for each area proposed to
be reclaimed with the exception of the VLF. Please provide a map with the appropriate
topographic details.
VII. 6.4.7 EXHIBIT G -Water Information
GENERAL
