The inspection confirmed the calculations. There was no noticeable erosion on the <br />reclaimed 720 Pit and neither of the permanent drainages (PD l and PD2) appeared to <br />contain any sediment. Both drainages appeared to be stable and were well vegetated. <br />There did not appear to be any sediment being deposited at the inlet of Pond A. There <br />did appear to be a small low spot (where water was pooled) in drainage PD 1 about X00 <br />feet before it converges with drainage PD2. This did not appear to be significant and did <br />not appear to be causing any problems. <br />Summary and Conclusion -Based upon a review of [he mine permit and approved <br />reclamation plan, [he bond release application and [he site inspection, the Division finds <br />that KCC has successfully demonstrated that the 720 Pit has adequate topsoil <br />replacement, vegetative cover and hydrologic reclamation (sedimentation). <br />Phase II Bond Release for Pit 1 <br />The Operator is requesting a 25% ($217,298.00) Phase II Bond Release for Pit 1. The <br />total estimated cost for reclamation of Pit 1 was $869,195.00. The reclamation for this <br />azea was completed in 1996. The criteria that need to be met for a Phase II Bond Release <br />aze topsoil replacement, vegetative cover and hydrologic reclamation (sedimentation). <br />There are two areas in Pit 1 that are being excluded from the Phase II Bond Release. <br />These areas have had substantial gullying, which was been repaired in the fall of 2000, <br />but the Division does not feel that there has been sufficient time to show that the areas <br />have been stabilized. The first area is in the back of the "horseshoe", on the South side of <br />Pit 1. The gullying in this area was fixed by cutting contour furrows horizontally across <br />the back of the pit. The contour furrows do not have vegetation established on them and <br />some have been cut several (2-3) feet deep, into the overburden. The Division estimates <br />this area to be approximately 2.5 acres. The second azea is South of the "horseshoe" <br />(over the ridge) South and East of permanent drainage PD4. The gullying in this azea <br />was also fixed by cutting contour furrows horizontally across the gullies. The contour <br />furrows in the second azea do not have vegetation established on them either. The <br />Division estimates this area to be approximately 1.1 acres. These areas can be seen on <br />Drawing No. 1 of the bond release application package - 1999 Reclamation Map, Marr <br />Mine. <br />Topsoil Replacement -The peartit requires that a minimum of six inches of topsoil be <br />replaced on the reclaimed Pit 1. The Operator did not provide any data on topsoil <br />replacement in the Bond Release Application so the Division took several 5eld <br />measurements. A total of four holes were dug to measure the topsoil replacement depth. <br />The depths ranged from seven inches to eight inches with an average depth of 7.5 inches. <br />The first two of these holes were about 1000 feet Southeast of the road (where Ditch PD3 <br />drains into a culvert) and 100 feet south of drainage PD3, with depths of seven and eight <br />inches. The second two holes were dug on the south side of the "horseshoe", over the <br />ridge, about 400 feet West of the permanent light use road and 100 feet Southeast of <br />Marr Kline SL02 6 <br />
