2.0 PHASE 11 BOND RELEASE <br />• <br />This application for Phase II bond release of applicable Trapper Mine lands is submitted in accordance <br />with the Colorado Division of Minerals and Geology (DMG) Guideline Reganiing Selected Coal Mine <br />Bond Release Issues of April 18, 1995. Wdh this submittal, Trapper is proposing to release 1,548.0 <br />acres of land from Phase II bond liability as outlined on Map 2.0. This includes all Range Site A,B, <br />and C rangelands that have been regraded, retopsoiled and reseeded in accordance with Trapper's <br />approved permit document (C-81-010) from the beginning of mining through 1993 (with the exception <br />of parcel D-A-84a). <br />2.1 Bond Release Parcels Management and Reclamation Histories <br />Appendix 2.1 provides a one page summary of the management and reclamation history of each <br />designated reclaimed parcel at Trapper Mine from the beginning of reGamation activities through <br />1995. Also incuded in Appendix 2.1 is a listing of seed mbdures that have treen used over the years <br />at Trapper Mine. These seed mbdure summaries were taken from various annual reGamation reports <br />and are placed in Appendix 2.1 so that they can be cross-referenced to individual reGaimed parcel <br />• history sheets. (Note: reclamation histories in Appendix 2.1 are included for all parcels reGaimed <br />through 1995, not just those incuded in this Phase II bond release submittal.) <br />Information included with each reclaimed parcel history sheet is parcel designation, acreage, regrade <br />history, topsoil replacement history, seedbed preparation history, fertilization history and seeding <br />history. Where applicable, husbandry and management practices which have occurred subsequent to <br />initial revegetation are described. <br />2.2 Documentation of Successful Vegetation Establishment <br />All Trapper Mine rangelands reclaimed from the beginning of mining through 1991 were sampled <br />during the summer of 1995. In 1996, rangelands seeded in 1992 and 199:1 were sampled. Canopy <br />cover, shrub stem density and plant composition were the parameters sampled. The purpose of the <br />sampling was to evaluate the readiness of reclaimed parcels/blocks for Phase II bond release. <br />2.2.1 Methods <br />Vegetation transacts were systematically located on all Trapper Mine rangeland parcels reGaimed up <br />through and including 1993. A grid system utilizing 400-foot vertical and horizontal spacing was <br />overlaid on 1"=400' topography maps to establish systematic transact locations.
