~ ~ 1.0 PHASE I BOND RELEASE <br />• <br />This application for Phase I bond release of applicable Trapper Mine lands is submitted in accordance <br />with the Colorado Division of Minerals and Geology (DMG) Guideline Regarding Selected Coal Mine <br />Bond Release Issues of April 18, 1995. Wi[h this submittal, Trapper is prcrposing to release 2,511.7 <br />acres of land from Phase I bond liability as outlined on Map 1.0. This includr:s all lands that have been <br />regraded, wtth drainages reestablished, in accordance with Trapper's approved permit document (C-81- <br />010) from the beginning of mining through the end of 1995, wtth the exception of 72.0 acres of reclaimed <br />land near the north end of the East Pyeatl watershed. This acreage, encompassing parcel A-C-94 and <br />those portions of parcels A-C-95 and A-B-95 located west of the Middle A Haulroad (Map 2.0), was <br />removed from the Phase I bond release application because of concerns about the current stabiltty of the <br />main stem reconsiruded drainage. <br />While Map 1.0 breaks out major watershed boundaries, the single block proposed for bond release <br />encompasses all recoMoured watersheds as outlined. Map 2.0 delineates all reclaimed parcels that are <br />included within this Phase I bond release block. <br />1.1 Post-mining Topography Demonstration <br />Map 1.0 provides as-built post-mining topography contours for all Trapper Mine lands regraded through <br />1995. The map was constructed from aerial photogrammetry data collected in November 1995. In <br />addttion, certified representative cross-sections comparing as-built topography with the approved permtt <br />map (M-12) a2 presented on Map 1.1. Cross-section locations are given on Map 1.0. The Map 1.1 <br />cross-sections compare onty projected PR-03 (1992-1995) contours approved on M-12 permit maps <br />against as-built topography map contours. This is because of an understanding reached between DMG <br />and Trapper that pre-1992 approximate original contour (AOC) was approved with the approval of the <br />PR-03 document (refer to letter from Joseph Dudash to Forrest Luke dated April 4, 1996). <br />The Map 1.1 cross-sections demonstrate that as-built contours for 1992-1995 are very close to contours <br />given in Map M-12, indicating that AOC requirements have been achieved. <br />1.2 Drainage Reestablishment Documentation <br />As explained in Section 1.1 for topographic cross-sections, drainage profiles are likewise submitted only <br />_ for drainages reestablished during the PR-03 years 1992-1995. Profiles comparing as-built drainage <br />elevations against approved permit drainage elevations (from Map M-12) are presented on Map 1.2. <br />Profile locations are shown on Map 1.0.
