<br /> <br /> <br />2.3 Topsoil Replacement Documentation <br />Trapper is confident that average topsoil replacement depths meet at least minimum requirements for <br />all parcels reclaimed to date. Trapper's topsoil replacement monitoring practices have been very <br />uniform throughout the life of mine and are conducted in such a way as to insure adequate topsoil <br />replacement depths. Trapper has always closely monitored topsoil replacement depths by means of <br />concurrent, systematic field depth sampling by trained individuals. This field monitoring always occurs <br />wtthin one to several days of topsoil replacement by scraper crews and is conducted before the crews <br />leave the area. In areas where topsoil is found to be replaced at less than the approved depth, <br />scrapers are sent back into the area to lay down at least the required topsoil depth. <br />Table 2.3-1 summarizes Trapper Mine topsoil replacement depth data and provides information on <br />data origin. Topsoil replacement depth data is also summarized in Appendix 1.1 parcel history sheets. <br />(Note: topsoil depth summaries in Table 2.3-1 and Appendix 2.1 inGude all parcels reclaimed through <br />1995, not just those inGuded in this Phase II bond release submittal.) <br />Results of topsoil depth sampling during the early years of reclamation at Trapper Mine, through about <br />1984, were summarized on reclamation working maps. Reclaimed parcels far which this type of data <br />are available are labeled as Yeld sampling' under Methods of Measurement in Table 2.3-1. Mean <br />topsoil replacement depths during the more recent years of mine reclamation, during 1985 and from <br />1989 through 1995, were determined by scraper load counts and are so designated in Table 2.3-1. <br />(Table 2.3-2 provides a backup summary of load coun! information.) In addikion, as indicated in Table <br />2.3-1, a significant amount of replacement depth data are available from DMG field inspections <br />conducted in 1990 and 1996. Formal topsoil replacement depth data for the years 1986 through 1988 <br />is primarily from 1996 DMG field sampling data, as Trapper Mine replacement data could not be <br />located.
