Roadside proposes the following: <br />• Discontinue monitoring at surface water sites SWGS 02, SWGS 03, and SWGS O5; <br />• Discontinue monitoring the upper surface water stations in Coal and Jerry Creeks; and <br />• Move the lower monitoring point in Coal Creek to existing culverts. <br />On revised page 18-3, the operator indicates that measurements in both Cottonwood and Rapid <br />Creek have proven to be of questionable value and that the flow being monitored is only associated <br />with release of water from upstream reservoirs. The operator also states that there is no surface <br />disturbance in the area. Although this may be the case, underground workings may have an effect <br />on surface water quantity due to subsidence. For this reason, flow measurements should be <br />continued at both of these creeks. <br />SWGS 02 and SWGS OS provide upstream flow information for Cottonwood Creek and SWGS 03 <br />provides upstream flow information for Rapid Creek. Surface water quality monitoring is not <br />currently conducted at any of these sites. These surface water monitoring points provide the only <br />source of information for drainage into the permit area and are critical for identifying any potential <br />impacts to surface water quantity. Rule 2.05.6(3)(b) requires a plan for control of surface water <br />drainage into, through and out of the permit area and adjacent area. <br />
