My comments are as follows: <br />Soils-Rule 2.04.9 <br />I am aware that the various soils information has been cross- <br />referenced and incorporated into Table 22. I was asking MCC to <br />clarify whether the new Exhibit 27 was intended to replace the <br />existing Exhibit 27 or be added to it. It appears from reviewing <br />the response that the new information was to be added to the <br />existing information. Since this is the case,. please request that <br />a short narrative and a copy of Table 22 also be added to exhibit <br />27 so that anyone reviewing this information in the future can <br />follow the progression of the soil mapping. In addition, upon <br />further review of section 2.04.9, descriptions pertaining to <br />morphological soil groups 1-8 was deleted. This information should <br />also be inserted into the older portion of Exhibit 27. This <br />includes pages 2.04-105 through 2.04-109 of the currently approved <br />permit. Also, reference to exhibit 29 is not made in the PR-06 <br />submittal and this exhibit contains profile descriptions of the <br />main soils to be disturbed. <br />Vegetation-Rule 2.04.10 <br />When combining or merging previously and separately identified <br />vegetative communities and renaming them or deleting formerly used <br />vegetative community designations, an explanation such as that <br />submitted with the response should be included in the initial <br />submittal or in the text of the application. It may be appropriate <br />to update or clarify baseline information occasionally, but a clear <br />explanation of that activity should occur for the sake of <br />continuity of the permit application document. Therefore, MCC <br />should provide some additional narrative, similar to their PAR <br />response, to be inserted into the permit application under section <br />2.04.10 prior to where the community descriptions begin (ie 2.04- <br />
