a plan disturbing only 22.4 acres in Jeff Canyon, or a plan that allows 59.9 total acres of
disturbance (see page 3-12, cumulative disturbance acres).
This operation has yet to commence any operations under the approved permit. The permit
application should clearly present the required information for those operations that LLC intends
to conduct, will post a bond, and that DMG can unconditionally approve. Please consider the
following suggestions toward those goals.
a. DMG suggests that one or two maps be used to clearly depict the Life of mine plan versus
the mine plan for which LLC is asking jor frnal approval and will post the required bond.
b. Determine the mine plan for which LLC is requesting full approval. We would suggest a 5-
yeaz plan. Remove that information from the permit application that is outside the timetable for
that mine plan (i.e. underground mining information). This information can be submitted as a
revision during a future year should mining or market conditions warrant. Many of the maps and
~10.r,, figures are not pertinent to the 5-year mine plan.
t~
5~1~ c. Submit a detailed reclamation cost estimate that determines the worst case disturbance over
~,,p~ that 5-yeaz term.
1V ~ ; Response -Map 2.05.3-1 has been updated to reflect a revised permit area of 3142 acres for the
,~p}"~, kyo ~ proposed 5-year mine plan as well as the life-of-mine plan. Map 2.05.3-2 is attached to provide
~^ additional detail of the 5-year mine plan. Only mining scheduled for the first two years would be
• included in this permit revision. Excep[ for life-of--mine discussions, LCC has removed
references to underground mining. New haul road locations are shown that utilize existing gas
field roads except for the first half mile of the Jeff Canyon Haul Road, which will be new
construction. The worst case disturbance and reclamation cost estimate will be revised and
submitted under separate cover.
a 7O. Table 2.05.2-1 does not include proposed construction of a haul road up Lorencito Canyon.
~, Please revise the timetable to include information for this road construction.
~' i5 ~f Ta~l.~ z.o5.2-Z ~
k^'1 Response -Table 2.05.2- I has been revised to include the timetable for haul road conttruction in
,~
`' lower Lorencito Canyon; however, the Lorencito Canyon haul road has been revised to utilize
existing gas field roads, and construction will be limited to upgrading as necessary.
Table 2.05.2-1 includes acreage for only initial surface disturbance associated with opening
~~ the pit. Please include timelines and estimates for reclaimed acreage in this table or a separate
table.
Response -Table 2.05.2-1 has been revised to include the timetable and acreage for reclamation
activities.
