Please include permit text that discusses how drainage channels across the contour mining <br />area will be reconstructed to comply with Rule 4.27.3(7). From review of the proposed mine <br />plan map 2.05.3-1, at least seven ephemeral drainage channels will require reconstruction upon <br />final reclamation in the contour mining azea. When appropriate, include drainage channel <br />designs (estimated flows, velocities, channel linings) and longitudinal profiles. <br />Y~Utu-~ Response -Reconstructed drainage channels have been designed for the seven ephemeral <br />~„p/'r drainages to be disturbed by mining. SEDCAD output for calculations used to design these <br />/~~ channels aze submitted for inclusion in EXHIBIT 17. A summary of these channel designs is <br />included as Table 2.05.4-1a on page 2.05-62b. Long profiles aze shown on Figure 2.05.4-18a on <br />page 2.05-62c. <br />Rule 2.06.8 Operations on Alluvial Valley Floors <br />43. Rule 2.06.8(5)(a)(ii) requires that the applicant demonstrate that the operations on the <br />alluvial valley floor will not materially damage the quantity and quality of the surface and <br />ground water system. What measures are proposed to prevent degradation of alluvial waters as a <br />result of operations at the coal loadout? What environmental monitoring is proposed for this <br />azea as required by Rule 4.24.4? <br />Re~onse -Disturbance to the AVF will include stripping of topsoil and placement of clean fill <br />to raise the area for loadout operations. All waters from the disturbed azea of the loadout will be <br />collected and routed through a sediment pond. These operations will not affect the hydrologic <br />Q-~~S k'O functions of the azea. An upstream and downstream monitoring well will be installed to assess <br />v.1~ impacts of the operation (sites MWPC-2 and MWPC-3 on Table 2.05.6-14, page 2.05-108j. <br />Schedule and pazameters for monitoring will be the same as other alluvial wells currently in the <br />monitoring program. <br />Rule 2.10.3 Specific Information Requirements <br />44.
