echnical Revision No. 50 --Request for 1) Transfer of Permit Area Exploration <br />Holes to NOI -X-95-709-05 Status. <br />Since 1989, through the approval of MR's 12, 27, 31, 35, 40 and 44, Colowyo has permitted 70 <br />exploration or resource confirmation drill sites located within the C-81-019 Permit boundary. <br />All the sites have either been mined through, lie within 5-year permit term areas and do not <br />need to be reclaimed, have been converted to monitor wells and permitted with the State <br />Engineer or have been reclaimed and are ready for reclamation bond release. <br />sites were approved with 52 sites being drilled. Of these 52 sites, only 16 sites remain under a <br />"bond-in-place" status. <br />In order to clarify the status for each of these sites and whether there remains any continuing <br />reclamation liability, we have compiled a summary table. See the attached Table 1 -Permit <br />Area Coal Resource Confirmation lExploration/Monitor Wells 1989-1997 for a summary <br />description of [he program. We have also included a map entitled "Permit Area, 1989-1997 <br />Drill Hole Information Map" showing the location of all the sites. Within the Permit area 70 <br />The Division holds performance bond for these drill sites by 1) the C-81-019 reclamation bond <br />(shown in Exhibit 13) and American Home Assurance Bond Number 14-95-66 in the amount of <br />$16,723. <br />During the period 1995 through 1997 Colowyo also conducted exploration outside of the Permit <br />area under NOI - X-95-109-05. Under the NOI program 153 exploration sites and associated <br />roads were approved for exploration activities. <br />For the Division's information, thirteen holes have been completed (located within the Permit <br />area, within the NOI area and outside of both areas) as monitor wells and have been licensed <br />with the State Engineer's offtce as such. In accordance with the State Engineer's regulations, <br />the permitted monitor wells located outside of both the Permit area and NOI area do not have a <br />calculated bond liability. To be consistent, we have not continued to include a calculated <br />liability with the licensed monitor wells located within the NOI area or the Permit area. <br />As the holder of the monitor well permits, Colowyo is required by State law to perform <br />particular abandonment procedures, including sealing, plugging and providing well abandonment <br />reports. Additional CDMG bonding for permitted State Engineer wells would be duplicative <br />and unnecessary.
