W~Icher Wes[ Regional Service Center Ezecunve Direclor 7l 1 Independent Ave. M.<naei R. tong i reclor Dwision D Grand Junction, CO 81505 Re: Bowie No. 2 Mine (Permit No. C-1996-083) Technical Revision Application No. 21 (TR-21) Two Gob Vent Boreholes Deaz West Regional Wildlife Manager: The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section l 16, Paragraph 4, of the Colorado Revised Statutes, that on August 28, 2001, an application to revise coal mining operations at the Bowie No. 2 Mine was considered complete for the purposes of filing. The revision was submitted by Bowie Resources Limited. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. This revision would allow for the drilling of two gob ventilation boreholes, one being 1,140 feet deep and the other being 460 feet deep, and the construction of their associated drill pads and 0.84 miles of light use roads. Total disturbance, all within the approved permit boundary, is estimated to be 3.3 acres of surface lands owned or managed by Bowie Resources and the Bureau of Land Management. The operator does not anticipate using exhaust pumps on the de-gas wells. The de-gas holes and their associated disturbance will be reclaimed. The Underground coal mining operation is on land located approximately 5 miles Northeast of Paonia, Colorado. The permit area is further described as follows: Portions of Sections 2, 3, 4, 9, 10, 1 I, 14, 15, and 16, Township 13 South, Range 91 West of the 6th P.M. Portions of Sections 33 and 34, Township 12 South, Range 91 West of the 6th P.M. The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie. Because the above referenced technical revision application would incorporate additional lands into the permit area or might otherwise alter previously approved permit conditions or mitigation measures, we are requesting your agency's evaluation of the proposal. Your comments and concerns relating to the adequacy of fish and wildlife resources information, the fish and wildlife plan, and the reclamation plan as it relates to fish and wildlife considerations, including potential impacts to threatened or endangered species, are requested. If wildlife habitat is the proposed postmining land use, we request your evaluation of proposed woody plant stocking levels, planting arrangements, and methods for mitigation of potential adverse impacts. A copy of the technical revision is enclosed. Please advise us if you require additional infotmation.
