I have reviewed J.E. Stover & Associates, Inc. responses (dated May 16, 2007) to our initial
adequacy review for TR-22. I have one remaining comment as indicated below.

9. The Gob Pile Collection and Diversion 100-year SEDCAD run -Final Reclamation,
incorporates Structure #9 (CMP#2 Culvert) into the design but the culvert is not shown
on Figure 2.2-7A. It is our understanding that the culvert will not be permanent and
therefore should not be in the final reclamation design run. Please clarify this
discrepancy. It would also be helpful to have a Structure Networking Summary provided
in the SEDCAD run.
