MINOR REVISION NO. 41 <br />With this Minor Revision No. 41, Coors Energy Company (CEC) proposes to modify <br />portions of the text of Permit (C-1981-028) for the Keenesburg Mine operation, in <br />response to the 2004 Mid-term Review evaluation, performed by the Division of <br />Minerals and Geology (Division). The purpose of these changes is to bring the Permit <br />into compliance with the current rules and regulations relative to coal mine/reclamation <br />operations. Changes requested as part of this minor revision are related to the water <br />monitoring wells, air permitting, property ownership updates, and site plan drawings. <br />First, there has been a further change with respect to "Director and Officers" for Coors <br />Energy Company. Attached is a revised page 4b that will provide the most up-to-date <br />information. <br />Then, to the extent that it reflects property ownership and the identity of neighbors to the <br />Keenesburg Mine operation, CEC submits revisions to pages 3, 4 and 14 of the Permit <br />text, and an updated Appendix A-3 map to identify, "Adjacent Property Owners Within <br />One Mile of the Keenesburg Mine Permit Area". These documents will update the <br />changes in identity of the property owners that have occurred since the last submittal. <br />In so far as air permit documentation is concerned, CEC is submitting a changed page <br />124 for the Permit. This change of reference will make the information in Section <br />2.05.6(1) consistent within the Permit with respect to Air Permits versus Air Pollution <br />Emission Notices (APEN's). A further small change on this page updates the text with <br />respect to 2.05.6(2,D) by deleting the reference to a no longer existing structure. <br />At the Division's suggestion, CEC is providing a copy of drawing KM-4-17. This <br />document was removed from the Permit during a previous review, and is being reinstated <br />as Appendix O-3 in view of its value to the determination of reclamation cost estimates. <br />A revised Appendix O is also provided. <br />With respect to the water quality monitoring program at the Keenesburg operation, CEC <br />has modified the data on page 57a of the Permit to provide further background <br />information (casing diameter, hole depth and casing standup dimensions) for each of the <br />monitoring wells. <br />In addition, CEC concurs with the Division's suggestion that well completion (and <br />abandonment) information should reside in an appendix, attached to the Permit. To this <br />end available copies of the well information for the six (6) monitoring wells (AMW-1, <br />AMW-2, DH-96, DH-122, FPW and SMW-2), for the remaining water supply well <br />(Permit #048289-F) and for the two previous water supply wells which have been <br />abandoned (Permits #24650-F and #24651-F) aze presented for inclusion at Appendix I-3. <br />[Note: Pages 57c through 57f have been moved to Appendix I-3, and page 57b has been <br />modified to reflect this change.] Further, a change has been made to page 114c, to include <br />
