Drilled holes and underground openings will be closed when discovered or no <br />longer needed for approved mine operation. <br />Backfilling and Grading <br />All highwalls will be eliminated. Regraded spoil will be graded to slopes no steeper than three <br />horizontal to one vertical. Reconstructed stream gradients will approximate those of the <br />pre-mining streams, and stream channels will be restructured to compliment regional stream <br />patterns. Contour furrows will be constructed to reduce erosion. Overall, Colowyo's reclamation <br />plan will serve to achieve contemporaneous reclamation and approximate original contour. <br />However, a waiver to Rule 4.14.1(1)(c) was granted the during the initial permitting process to <br />backfill as contemporaneously as practical in lieu of the 180-day or four-spoil-ridges <br />requirement. (Permit, page 4.14-3) Three valley fills have been permitted for the disposal of <br />excess spoil. <br />Topsoil <br />Topsoil performance standazds aze found in Section 4.06 of the Permit. The average thickness of <br />each soil type to be removed (which varies widely) can be found in the legend of Map 6 of the <br />Permit. Eighteen inches of topsoil will be replaced on all graded sites with the exception of sites <br />associated with the Section 11 Pit; upon which 12 inches of topsoil will be placed (Permit, page <br />4.06.4). <br />Revegetation <br />Native and introduced fortis and grasses will be drill seeded or broadcast seeded (on steep <br />slopes). Shrubs and tree species will be seeded, planted with baze root or containerized stock, or <br />live planted. Revegetation efforts will be monitored to determine vegetative success as described <br />in Section 4.15 of the Permit.
