Application (see para 3.1.2 following). The Division requested additional information from
<br />Colowyo by letters of June 23, 1997, and July 15, 1997. Colowyo responded with the
<br />information by letters of June 26, 1997, and July 31, 1997. A Findings document, dated August
<br />18, 1997, was prepazed based on information then available, and a notice of intent to renew the
<br />Permit was released based on those Findings. In response to comments on the Findings, the
<br />Findings (August ] 8, ] 997) were revised (October 30, 1997). See paragraphs 3.18 and 3.19 for
<br />continuing actions.
<br />3.1.2 Public Notice of Initiation of the Renewal
<br />Public notices of the operator's application for a permit renewal were published in the Northwest
<br />Colorado Daily Press on May 9, 16, 23 and 30 May 1997. Proof of publications was provided to
<br />the Division by Colowyo under letter dated June 10, 1997 (a copy of the certification is attached
<br />(Attachment 1) to this Findings. Colowyo provided (by letter of Apri19, 1997) copies of the
<br />executed renewal application to:
