I have reviewed the revegetation plan responses (Items 23 through 39) and amended
pages recently submitted by SCC in response to your PR-2 PAR letter. I have also
reviewed SCC's July 7, 2005 responses to review comments that had been submitted by
the Division of Wildlife (DOW). My comments in response to each of these submittals
are presented separately, below.
PAR Letter Resnonses and Amendments
23. Given the fact that operations are closing down sooner than anticipated, with a
smaller disturbance than originally proposed, the question regarding mature shrub
transplanting would appear to be moot. In their response, SCC has provided
documentation indicating that undisturbed "islands" and "peninsular areas" of
undisturbed woody vegetation will compensate for the lack of mature transplant
sites, including a version of Map Exhibit 22-1, Sht. 2 of 2 "CDOW Response",
Rev. 07/05.
I recommend that this documentation and the amended Map Exhibit 22-1 be
accepted, pending review comments from the Division of Wildlife. Item
tentatively resolved.
Note that the 07/05 revised version of Exhibit 22-1, Sht. 2 of 2 was not certified.
Upon final resolution of the item, and acceptance of the amended map
exhibit by DMG and DOW, the map will need to be replaced by an officially
revised version properly certified by a P.E.
24. Revised Map Exhibit 22-1, and tabular information addressing the acreage of
woody plant transplant areas and undisturbed islands, were submitted in response
to the Division's concern. The information indicates that, although the number of
