<br />Responses to Mid-Term Review Issues
<br />Dear Mr. Husband:
<br />The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116. Paragraph 4,
<br />of the Colorado Revised Statutes, that on April 5, 2001, an application to revise coal mining operations at the Colowyo Coal
<br />Mine was considered complete for the purposes of filing. The revision was submitted by Colowyo Coal Company L. P.. All
<br />review and comment periods as provided in the Ac[ and [he Regulations initiate from this date offiling.
<br />This proposed technical revision contains responses to a mid-term review of Permit C-81-019, and addresses a number of
<br />issues. Addresses of two coal owners has been added. Leasehold interests have been clarified. Pending purchases of record
<br />has been clarified. Addresses of contiguous surface owners has been reorganized. A permit boundary description has been
<br />added. Ownership, uses and location information on permitted wells, springs and other developed water sources has been
<br />modified. Reference to the Wilson Reservoir has been added to a map. Elevation and locations of monitoring stations have
<br />been added to a map. A revised reclamation cost estimate was submitted. A discussion of seedlings used in reclamation was
<br />presented. Pre- and Post-mining land uses maps have been modified. Descriptions of the hydrologic monitoring program have
<br />been modified. Maps for structures, disturbance, and right to enter have been modified. Permanent diversions have been
<br />clarified. Information on airblast monitoring has been added.
<br />The surface coal mining operation is on land located approximately 28 miles south of Craig. The permit area is further
<br />described as follows:
<br />All or portions of Sections 2. 3, 4, 8, 9, 10, I I, 14, 15. 16, 17, 20, 21 and T3N, R93W; and Sections 13, I5, 22, 23. 24, 26, 27,
<br />28, 33 and 34, T4N, R93W; 6th Prime Meridian. A precise description of the Permit boundary line is at pages I and 2, Item 12
<br />of Exhibit I, in the application.
<br />The above-mentioned vacts of land are shown on USGS 7.5 minute Quadrangle maps of Axial & Ninemile Gap.
<br />The applicant is required to publish notice in a local newspaper that this application has been deemed complete. At the time of
<br />publication of this notice, the applicant is additionally required to place a copy of this application at the Moffat County
<br />Courthouse, 221 W Victory Way, Craig, CO 81625, and at the Division office. For additional information or to provide

<br />(303) 866-3567. in order for us to comply with regulatory time Frames, we request tha[ comments be submitted within fifteen
<br />(15) days of this letter. IF no comments are received by then, we will proceed on [he assumption that you have no concerns
