They will be included as part of the "Consolidation" TR application. 6. HGCC is currently liable for 362 acres wi[h respect to reclamation performance. The basis for that figure will be included as part of the "Consolidation" TR application; it does not include the Railroad Loadout and ancillary facilities. 7. Potentiometric surface maps for the lower and upper coal aquifers were submitted to the CMLRD in May 1981 as Exhibits 42 and 43, respectively, apparently in fulfillment of a stipulation issued with the initial permit renewal in January 1981. A discussion of aquifers underlying and overlying the coal seams was included as part of the 1987 permit renewal and pages 10 through 16 of [he CMLRD's January 1987 Proposed Decision and Findings of Compliance also address this issue. 8. As part of its November 14, 1986 "Operator's Response to Preliminary Adequacy Review", HGCC revised Section 2.05.6(3)(b)(iv) (Protection of the Hydrologic Balance) [o address possible effects of spoil spring development. Seasonal variations in water quality and quantity were also evaluated and discussed in the CMLRD's January 23, 1987 Proposed Decision and Finding of Compliance, specifically on pages 18 through 20. In addition, Annual Reclamation Reports for the years 1988 through 1994 presented water quality and quantity data with notations concerning trends or significant changes. Section 2.05.6(3) of the "Consolidation" TR application will briefly address variations in water quality and quantity since the completion of reclamation operations. 9. Well yield information was provided in Table 3 of Appendix L (Volume IV) of the 1977 HGCC Permit Application and evaluated by the CMLRD as part of the 1987 permit renewal. Pages 14 and 15 of the January 23, 1987 Proposed Decision and Findings of Compliance discussed well yield information. 10. Aquifer characteristics, including an evaluation of ground water discharge, were discussed in Appendix L (Volume V) of the 1977 Permit to Mine application. Updated evaluations of ground water recharge and discharge were included in HGCC's November 1986 "Operator Response to Preliminary Adequacy Review" as part of the 1987 permit renewal. Pages 18 and 19 of the CMLRD's January 1987 Proposed Decision and Findings of Compliance discuss aquifer recharge and discharge characteristics. Annual Reclamation Reports provide information on approximate quantity and quality of discharge water.
