C <br />Technical Revision No. 79 (Second Response) <br />May S, 1997 <br />Page 3 <br />MCC will maintain the stability monuments for as long as any cut slopes during Phase 1 are <br />open, and will report these observations in the quarterly reports. <br />As required by Rules 4.10.2(2)(a) and 4.09.1(11), MCC will submit quarterly reports to the <br />Division, as is currently done with the Lower Refuse Pile, which will include a description of <br />the appearance of any instability, structural weakness, and other hazardous conditions <br />observed during the inspection. The inspections will be done by a registered professional <br />engineer or other qualified specialist experienced in construction of earth and rockfill <br />embankments under the direction of a qualified professional engineer. The reports will also <br />be completed during the critical construction periods, which include: removal of all organic <br />material and topsoil, placement of underdrainage systems, installation of surface drainage <br />systems, placement and compaction of fill materials and revegetation. <br />33. The ditch design table in Appendix L has been revised to include the design specifications <br />for the interim clear water ditch in Phase 3. <br />Reclamation Plan (2.05.4) <br />38. Topsoil that is relocated from the Lower Kefuse Pile to the North Soil Storage area will be <br />utilized for reclamation of the Lower Refuse Pile. <br />40. MCC provided the data from the 1993 and 1995 Lower Refuse Pile vegetation reports in <br />MCC's previous response. As the Division requested the reports in their entirety during our <br />meeting on April 15, they are now enclosed. <br />As indicated in previous telephone conversations, MCC will provide the materials originally <br />submitted and considered by the Division in Technical Revision No. 53, for a soil cover <br />variance at the Lower Refuse Pile (and approved in 1987), as the Division cannot locate this <br />information in their files. <br />Mitigation of the Impacts of Mining Operations (2.05.6) <br />44. See the response to question 2. <br />45. a. New Figures 2.1 and 2.2 have been included which show details of the NSS pond, <br />including cross-sections. <br />b. A detailed drawing of the spillway, which includes cross-sections is provided on new <br />Figure 2.2. <br />c. A detailed plan view drawing of the NSS pond is provided on new Figure 2.1. <br />d. Figure 2.0 has been revised to include ditch labels. <br />e. Map 53 and 54 have revised to include the NSS pond. <br />
