Pursuant to Rule 2.08.5(3)(b) of the regulations of the Colorado Mined Land
Reclamation Board for Coal Mining, you are hereby notified that the right to
renew a valid, existing coal mining and reclamation permit was issued to
Western Fuels-Utah on July 25, 1994 for the Deserado Mine.

The underground mining operation is' located approximately ten miles east of
the town of Rangely, Colorado, and is more specifically described as follows:
Portions of Sections 1, 2, 3, 4, 10, 11 and 12,
Township 2 North, Range 101 West, and
Sections 21, 22, 23, and 26 through 36,
Township 3 North, Range 101 West of the 6th P.M.
