The pile will involve five (5) <br />construction phases of which the above referenced permit <br />application will represent Phase i. An analysis of materials <br />balance through the various construction phases has indicated <br />that the peak volume of topsoil storage through the first three <br />phases will be on the order of 23,300 cubic yards and the peak <br />volume of non-toxic soil cover storage will be on the order of <br />40,700 cubic yards. In order to accommodate the storage of these <br />volumes without multiple handling of materials, we would request <br />the following changes in the permit application: <br />1. The area currently shown as topsoil storage and storage <br />of non-toxic soil cover will be expanded slightly (to <br />1.3 acres from the original 1.2 acres) and designated <br />solely for topsoil storage. <br />2. A short section of the existing Sylvester Gulch Road <br />will be re-aligned involving a length on the order of <br />870 feet and an area on the order of 0.7 acres. <br />Existing grades along Sylvester Gulch Road currently <br />exceed 10 percent. As part of the re-alignment of <br />Sylvester Gulch Road, these grades will be reduced to <br />not more than 10 percent. The area immediately to the <br />west of this re-alignment will be designated as a non- <br />toxic soil cover storage area. This area will disturb <br />approximately 1.9 acres. <br />3.
